The FHA's 203(k) loan can help you buy a fixer-upper

Here’s a common scenario that homebuyers face when they want to buy fixer-uppers: The buyers need to finance the purchase with a mortgage, but the mortgage lender will only provide funds for homes in good condition.

In today's market, many foreclosed and short-sale homes need major repairs since their owners couldn’t afford basic maintenance. Buyers who would like to earn sweat equity through purchasing and rehabbing such properties are often shut out of the mortgage market.

But the Federal Housing Administration's 203(k) program makes it possible for these types of would-be owner-occupants to get loans for fixer-upper properties (the 203(k) program is not available to investors).

If you're interested, here are a few things you should know about 203(k) loans:

-A seller might be reluctant to accept a purchase offer that’s contingent on FHA 203(k) financing because of the extra time and uncertainty involved in closing these loans.

-The program allows homeowners to do their own rehab work, but it will hold you to professional standards.

-You’ll be allowed a maximum of 6 months to complete the work whether you hire professionals or do it yourself.

-While loan proceeds can only be used to pay for professional labor--not homeowner labor--doing the work yourself could mean a smaller mortgage.

The FHA 203(k) program isn’t for the faint hearted. It takes two of life’s most expensive and stressful transactions--buying a home and doing major renovations--and adds mortgage lenders and government, two of the most difficult institutions to work with, to the mix.

But this loan program can make an otherwise impossible home purchase a reality for determined homebuyers.

My parents taught me to be careful with money and credit, and I've always had a good to excellent credit score as a result. I've also had the good fortune of not having my credit reports affected by any errors or fraud (knock on wood).

But I do have a habit that many people think is bad for your credit score: opening new credit card accounts. I typically open and close a few new accounts every year depending on what new credit card promotions are available and what types of rewards cards best fit my current spending patterns.

It's true that opening a new credit card account affects your credit.

For starters, it increases your total available credit, which has both good and bad effects.

The upside is that the smaller the percentage of your available credit that you actually use, the better it is for your score. Having more credit but keeping your monthly credit card purchases at the same level can thus raise your score slightly.

The downside is that if you're looking to make a major purchase, a recent increase in available credit can alarm lenders, who worry that you might overextend yourself and be unable to repay them.

Opening a new account also lowers the average age of all your accounts, which can have a slightly negative effect on your score. In general, the longer your credit history, the better.

Applying for a credit card results also in a lender checking your credit report. Whether you get approved or rejected for the new card, this "hard pull" has a slight lowering effect on your score.

Overall, opening new accounts is a relatively minor factor in your credit score--it only accounts for 10% of your score. Here's what you should be more concerned about:

-Payment history. Paying your creditors on time accounts for 35% of your credit score.

-Total debt. The less you owe compared to the amount of credit available to you (for credit cards) and compared to your original loan balance (for installment accounts), the better. Total debt accounts for 30% of your score.

-Credit history length. Longer is better, as long as you've been responsible. A short history is okay if you've made your payments on time. A nonexistent history can be a problem as creditors won't have anything to judge you on. Fifteen percent of your score is based on your credit history length.

-Credit scoring formulas also like to see that you have different types of credit, like a mortgage, auto loan, and credit card, but don't go out and open accounts you don't need to try to boost your score. Credit mixture only accounts for 10% of your score.

If you already have good to excellent credit and you aren't planning to take out any major loans, rent an apartment or apply for a job in the next six months, don't worry about the impact of opening a new credit card account on a credit score. Use your card carefully and enjoy the perks.

I have been convicted of a drunk driving felony.  I have been a part of the AA fellowship since my last drink date of Nov. 26, 2011.  I attend AA daily and make coffee and set up tables at my home group.  I also have a sponsor, making  many friends within the AA fellowship.  I have a B.B.A. degree as well as a K-8 teaching certificate.  Teaching is my passion and would like to stay within the education field.  However, I have been told that the education and medical fields do not hire felons.  Where can I go other than the MI Works center for help finding a professional position.  My criminal record are all drunk drivings.Please advise and I look forward to hearing from you soon.Sincerely,

Don't give your hope of being a teacher.  Never take the word of anyone.  Too many ex-offenders and felons looking for jobs assume that they will not be hired automatically because of their records.  You should contact your local school board to find out for sure if your conviction would keep you from being hired as a teacher.  If it indeed does, there are other options. Community colleges, adult learning annexes, charter schools and private schools are great places to start. They usually have fewer regulatory restrictions than public school systems.
As far as a career in the medical field, contact the medical board in your state to find out for certain if you can be certified or licensed in your state.

Getting a job is hard. Getting a job with a criminal record is definitely harder. Having a criminal record is no reason to give up hope.  Ex-offenders and felons looking for jobs will have greater success by developing a plan using these important steps.

Dress like a professional!

There is no substitute for a powerful first impression.   If ex-offenders and felons looking for jobs want to be treated like professionals, they ought to look like professionals. A fact of life is that most of us will be judged at least partially, by the way we look.  Meeting someone for the first time, you should look as professional as possible.  You will never get a second chance to make a first impression.


Get a personal contact card

Nothing will set you apart from the competition like having your own contact card! A professionally done contact card will leave everyone you meet with a powerful, professional, lasting impression.  Your card should include your name, address, telephone number and email address.  If you have a particular profession or skill, it should also be on the card.  Your local printer can help you put one together. You will be amazed just how affordable this powerful little tool can be.


Always be honest

I encourage ex-offenders and felons to always be honest when searching for jobs especially on applications and interviews. There is often a temptation to lie about criminal pasts.  I have know many people who have not been honest on applications and gotten jobs, only to get fired later when background checks are done.  It is always better to be honest.

If you are asked about criminal records on interviews, you should briefly speak about it but focus on what you have learned and why having a job and working hard is important.


Use resumes and cover letters to get jobs
Ex-offenders and felons will have more success getting hired if they can get their resumes into the hands of people who can hire them.  Sending a resume with a cover letter will give them a huge advantage.  A well written cover letter will introduce you and help you ask for an interview in a professional way.  Often when ex-offenders and felons inquire about jobs this way, the question of criminal records never comes up.  If you don't know much about writing a cover letter, find someone who does and get it done properly.


Build a good network

Most people get jobs through people they know. Who you know is often just as important as what you know. Finding job leads from people you know is called networking and it is without question the single most powerful way to get a job. Many jobs are never advertised because they are often filled by personal referrals. In fact, employers would rather hire somebody referred to them instead of looking through piles of resumes and applications.

Contact as many people as you can think of and ask if they know of anyone who is hiring. 


Build a list of good references

A lot of applications ask for personal or professional references. A reference is someone who would say something positive about you or your work performance. Past teachers, previous employers, ministers, and other prominent members of your community would all be great references. Please ask people if they be a reference for you before you list them.


Always be on time!


There is absolutely no excuse for ever being late. You should always plan to arrive at least 15 minutes before for all interviews and other appointments. Arriving early will allow you to relax and make any final preparations


Practice and prepare!

Getting a job with a criminal record will depend on how well you prepare. Practice everything on your job search from filling out applications, shaking hands, body language and interviewing.
Like anything else, interviewing well will take practice. The more you practice, the better you will get. Practice your body language in front of a mirror. Predict the interviewer’s questions and practice answering them until they sound natural. Don't memorize your answers but practice making them complete thoughts in your own words...

Get friends and family members to take turns being the interviewer.  Practice the whole interview from beginning to end. If possible, make video recordings of your practice interviews so you can see and hear your responses to questions and your use of grammar and body language.


Get ready to work hard!

Ex-offenders and felons looking for jobs must realize that they are playing a game of numbers. More job leads means more interviews. More interviews mean more opportunities to get hired.  It's that simple. Getting enough quality jobs leads will result in a job .

Finding a job with a criminal record will require a huge commitment in time and effort. Put your time in making phone calls, filling out applications and digging for leads. Effort in practicing, and preparation will have to go with putting the time in.  Every minute you take off leaves an opening for someone else to get a job instead of you.

There are ex-offenders and felons getting jobs everyday.  Work hard and prepare well and you could be one of them!

Background checks are always on the minds of those with records.  I encourage all ex-offenders and felons looking for jobs to apply with well written resumes and cover letters.  Often when applicants apply directly to employers this way, the question of a criminal record never comes up. This will give a prospective employer the opportunity to meet the person behind the resume. This works especially well with smaller companies that are less likely to do expensive background checks.

When meeting people face-to-face about jobs, it’s important to be honest, but never offer information or go too deeply into your case.  Answer any question with as brief an answer as you can while responding honestly.Consider working as a temporary as a way of getting a permanent job. Temporary agencies are a great way to quickly get back into the working world. Many employers use agencies to try out new employees before hiring them. Good workers are hard to find. If an employer sees that you are hard working, punctual and fit in well, he may offer the job permanently. Some other advantages to using a temporary employment service:

* You can try different types of work and develop new skills which can be used later.

* You can make new contacts.

* Build a work history.

* Earn a wage until you can find more permanent employment.

Make a list of temporary agencies in your area. Call each one to find out what types of jobs they have available. Apply just as you would any other employer.  Once again, it may be to your advantage to apply to smaller independent companies that have fewer hiring restrictions than large national companies who get their hiring guidelines from parent companies.  Small independent companies are free to hire anyone they choose.

One-Stop Career Centers

Each state has a network of centers that offer a variety of free services that can get you ready for work and assist you in finding employment. In addition, these centers offer training programs that can help on a felon job search. Some services available are:

Career planning and counseling

Workshops (Resume Writing, Interviewing Skills, and related topics.)

Computers with internet access and word processing

Daily access to thousands of job listings

Job-related magazines and local newspapers

Job postings and referrals

Printers, fax machines, phones, and copiers for job search use

You can find the nearest location of the One Stop Career Center in your local phone book or on the web at: www.servicelocator.org
Often there are counselors available who have experience assisting ex-offenders and felons looking for jobs. I hope this helps.

Q:  I have a friend who has two felonies on his record. Some kind of drug charge and gun violation.He was incarcerated from 1992-1997. He has worked at Mc Donalds, the cell phone companiesMCI and Sprint since he got out of prison. He was laid off from MCI. It has been really hard forhim to find a job. MCI was a good job for him. He moved up to supervisor. Is there anyway that he can have his record expunged? Been out of prison 15 years. Please help

A: Expungement is legal process that allows a criminal record to be essentially hidden from public view.  The record does not disappear, it is just hidden.  It will always be visible to the court system, law enforcement and government agencies.  Many ex-offenders and felons looking for jobs have benefited by utilizing the expungement process.

The statutes governing expungement varies from state to state and is not available in all states.  Your friend should seek legal counsel first to see if it a viable option for him and also to petition the court if it is an option.  I would find the nearest legal aid office for assistance.  You may qualify for low-cost or even free assistance with this process.

I've had a few great customer service experiences lately that are worth mentioning.

-Discover. I noticed that I hadn't received my bonus cash back for any online purchases I'd made through Shop Discover for all of 2012. I assumed there was a problem with my browser, but couldn't figure out what it might be.

I emailed Discover to ask about the missing cash back. I gave them a list of all my purchases since January on which I thought I should have earned a Shop Discover bonus. Within just a few hours, a representative replied saying that I would receive credit for each of these purchases. She provided a detailed list of how much credit I would get for each one.

That email plus a few minutes of research meant $42.28 in cash back that I otherwise would have missed out on. I can redeem $40 of that for $50 in gift cards. I was impressed that I didn't get any pushback from Discover and the response was so fast and through.

(In case you didn't already know, Shop Discover lets you earn extra cash back on online purchases made through the Discover website using your Discover card. The bonus cash back is usually in the 5% to 10% range. I used Shop Discover to earn extra cash back on pet food, clothing, tax software and home improvement purchases.

-eBates. I had the same problem with eBates that I did with Shop Discover, which was why I suspected a browser issue and not a provider issue. But eBates did have tracking tickets for my purchases, which made me think my browser setup was probably correct. So why wasn't I earning any cash back? Again, a quick email and a quick response put the missing money in my eBates account. All I had to do was provide the details of my order.

-Gap. I recently bought a workout top from Gap.com and when it arrived, it didn't fit. I called up customer service to exchange it for a different top. The call only took a few minutes, and I had the new shirt in two days, with free shipping, even though I don't live near their distribution center. I received similarly fast shipping the last time I placed an exchange. I'm sure it costs them extra to provide this service, but it makes me feel like they care about my business. It also relieves the disappointment of getting something you were looking forward to and having it not be quite what you expected.

Felon needs a job for a new start

Q: Dear Mr. Mayo,
I read your book and its a really good book.   I was wondering if in any way you can help me.  At the age of 17 (in 2002), I was accused and convicted of possession of a controlled substance.  Under the felony conviction, I received two years of intense probation which required me to be tested for drugs once a month, see my probation officer once a month and pay a $10.00 per month restitution charge. In 2003 after being on probation for six months, I incurred a new felony charge, which violated the terms of my probation.  At the age of 18, they found cocaine on me I was charged with possession, intent to deliver and manufacturing of drugs. Both of my court cases were ran concurrently.  I received a four year sentence and served 18mos in the Illinois Department of Corrections. While being incarcerated, I took responsibility for my actions, paid the penalty for the crime and have been rehabilitated.  At the age of 17 and 18, I was young, immature and a victim of my circumstances.  I lived in a poverty-stricken neighborhood infested with drugs and economic injustice.  This is not an excuse for the crime I committed.  However, I became of product of my environment.  When I was exposed to better opportunities, I wanted to change my life and make a difference in my life and community.  I made immature mistakes and have since changed my life for the better.  Since being released from the Illinois Department of Corrections in 2007, I completed various training programs:  a Medical Assistant Program at Everest College in Merrionette Park IL and a Cosmetology Program at Canella Beauty School in Blue Island, Illinois.  I am trying to educate myself and make a positive contribution to society. Eight years later at the age of 27, I pose no threat to society and would like to use my compassion and skills to help others in the healthcare industry.  In addition, I currently take care of my elderly uncle (age 70) who has multiple health issues. I currently have me CNA certificate I have been looking for a job for a while now and nobody doesn't want to give me a chance. I was wondering if you can help me.  I have been given a waiver for my convictions through Illinois Department of Public Health and every place I apply to tell me they doesn't accept waivers.  I've tried everything I really need your Sir.

A: Hello Angela,
I'm sorry you are having so much trouble.  It seems that you are really trying to get together.  Unfortunately  there are obstacles.  You have a Cosmetology certificate.  If that is what you want to do, you should apply to small, independent hair salons.  You may have to start at the bottom by washing hair etc., but often if you want more, you have to pay your dues.
If you want a career in the medical field, as I often suggest to ex-offenders and felons looking for employment is to apply for temporary employment. There are temporary agencies that service the field of medicine.  Often companies end up hiring their temporary help. There is a twist for ex-offenders and felons when it comes to applying for temporary assignments. They should apply at smaller independent temporary employment agencies. Independent agencies don't have to deal with restrictions larger agencies may have placed on them by their parent companies as they relate to hiring ex-offenders and felons. They are free to hire anyone they choose. You can find listing in your local telephone directory and apply as you would any other job.  There are also home health aide and visiting nurse services that you also should apply to.
I also strongly recommend to all ex-offenders and felons looking for jobs is to go to the nearest One-stop Career Center.  There you will find a list of services that can help you find a job.  There are also trained counselors to assist you.  Many of these counselors have experience working with those who have criminal backgrounds and may know which employers have a history of hiring ex-offenders and felons.  You can find you nearest One-stop Career Center here:

Whenever you get an interview, remember to tell the interviewer that you can be bonded.  The Federal Bonding Program provides fidelity bonding insurance coverage to individuals with criminal histories and other high-risk job applicants who are qualified, but fail to get jobs because regular commercial bonding is denied due to their backgrounds.
Applications for federal bonding can be obtained through any Illinois Department of Employment Security (IDES) office or Illinois Employment Training Center (IETC)

If you ever have an interview with a private employer, mention that they may be eligible for a federal tax credit just by giving you a chance.  The Work Opportunity Tax Credit (WOTC) is a federal tax credit to reduce the federal tax liability of private for profit employers to be used as an incentive for employers to hire individuals from eight different targeted groups: TANF recipients, veterans, ex-felons, high risk youth, summer youth, Food Stamp recipients, SSI recipients, and vocational rehabilitation referrals.

You state that your felony occurred when you were 17 years old.  In many states, juvenile records are automatically sealed.  By sealed, I mean they are only visible to the court system, law enforcement and government agencies.  The prosecutor of your case will be able to give you this information. 

If your case was not automatically sealed, you must pursue any action in Pennsylvania.  You will not be able to it in New York.  I am not an attorney and this is only intended as basic information and not legal advice.  Many ex-offenders and felons looking for jobs need legal advice.  I suggest you contact an attorney that is familiar with the statutes as they relate to expungement and sealing of records in the sate of Pennsylvania

 Q:  Hello, I was reading your site and have a question. I have a felony that was withheld adjudication on a constructive possession (a passenger in my car had drugs) a little over 4 yrs ago and that's it. But I can't get a job anywhere I've looked. I also don't have a CDL but can get one either through job training or school. I know about Carolina Cargo but that's it. Do you have any info on any other companies out there who will take a non experienced driver or newly trained driver with a background showing I plead guilty  but was with held? I was unaware at the time that this was pretty much no different than pleading guilty and being adjudicated with a sentence. Thanks.

Withheld Adjudication is not necessarily a terrible thing.  I get a number of inquiries regarding withheld adjudication / deferred judgement /deferred adjudication. Ex-offenders and felons looking for jobs should understand what it means because it could affect their ability to be hired for some jobs. Withheld adjudication / deferred judgement/deferred adjudication generally relates to a determination by a judge to place a person on probation without a judgement of guilt. There will be terms set by the court, usually a fine and a period of probation. Once the conditions are fulfilled, the charges are normally dismissed. There will be no conviction related with that offense. If conditions are not met, a finding of guilty may be entered and the person may be sentenced according to the penalties specified for the offense.

So when completing an application that asks if you "Have you ever been convicted of a crime, you can answer "no" and rightly so because you haven't. The original charge will appear on a background check simply as a charge and not a conviction.  To absolutely certain of the status, you should check with the prosecutor or your probation officer associated with your case.  This is not intended as legal advice, simply general information. 

As for trucking jobs for felons, the site below has a good list of trucking companies. A large number of them have hired ex-offenders and felons. Some have their hiring policies as they relate to ex-offenders and felons included.

 Each of the companies listed makes its own rules regarding felony convictions and the hiring of felons. Some will employ a driver after 5 years or longer since the conviction. Other companies won't hire felons, regardless. You must contact each carrier to find out exactly what their policy is concerning the hiring of felons.

PEORIA, Ill. -- One group of men and women with a reputation for being on the wrong side with the law, are now working with them. For the past three months, they have volunteered in an effort to increase the peace.

Past court appearances meant jail time for Robert Kennedy, Jarvis Williams and the rest of a group of men
"I'm on my good side, I've been on my bad side too. I've been incarcerated. I've did my time I'm out here for the community now instead of for the homies," said ELITE RE-Entry Graduate Robert Kennedy.

"I was in this same court room two years ago for a violation of my supervised release. At that time I realize doing the wrong thing is just not going to work. I lost a lot of time I have a young daughter. I've missed her whole life, and I don't wish to do that anymore," said program participant Jarvis Williams.

Williams and Kennedy are among the 13 graduates of the ELITE Re-entry program.
Under the adult federal supervision program, students are connected with potential employers. Federal Judge James Shadid says they are on the right track.

"I think the example I used from the first graduating class where there were six members this has now doubled. Five took advantage and are now working, one didn't and went back to the streets, last week he was shot and killed," said U.S. Federal Judge James Shadid.

Judge Shadid is referring to Kensey Ross who Peoria police found murdered outside his Riverwest apartment last week.

"Recidivism is real, and if we don't address that the crime the next time around is elevated," said program founder Carl Cannon.

Five of the graduates already had jobs but are looking for better employment. Now that they've finished the three month program the men and women look forward to using those life skills and making a positive difference in the community.

Houston Offers Second Chance Job Reentry For Ex-Offenders

by: Pat HernandezSome 60,000 people are released from state and federal prison each year. The obstacles to successful reentry begin with the challenge of finding a job. Officials here in Houston helped launch a job training program for local ex-offenders. The U.S. Dept of Labor awarded SER Jobs for Progress, a 1.2 million dollar grant to provide supports services and technical training to some 400 ex-offenders. They will learn the welding trade.
Houston was the only city in the area to recieve the DOL's Reintegration of Ex -Offenders grant. Houston congresswoman Sheila Jackson Lee helped steer funding at a federal level.

"The frame was set by the Congress willing to first, sign on to legislation that I helped draft, the Second Chance Act, which lays the ground work for stopping recidivism in prisoners on the national level, and then the Department of Labor now under that legislation, can operate training programs that relate to incarcerated persons."

She says the program focuses on how families of offenders are affected, as they look for jobs and become contributing members of society.

"It is well known and documented that the children of incarcerated persons are more likely to go to prison than other children. When you intervene by giving that adult a lifeline and a job, it stops the idea of children believing there's no other pathway, but to go to prison."

Recruitment will be done through SER's existing partnerships with the Texas Department of Criminal Justice, the Harris County Sheriff's Department and other agencies, to mentor and prepare ex-offenders with entry into the labor market.

Karlton Harris with the Sheriff's Department knows too well the challenges.
"It took me three months after I was released from prison, before I found my first job. But I kept seeking, I was determined to be a law abiding citizen and not result back to that same environment. And I tell people that it doesn't matter what community you go back to. If you're changed and you go back into that same community as a changed person, now instead of your environment changing you, you change your environment."

Welders are needed for the construction of buildings. Diane Schenke is with the Greater East Management District.
"The East End is certainly's experiencing a Renaissance. What we want to do is make sure that people who are living here currently are part of that Renaissance. And so many people particularly Hispanics, don't have that high school education that's really required for them to participate in the Renaissance. So we want them to get the kind of job training it will take, to be part of whether its green jobs or welding."
Through SER's first hand experience delivering workforce training programs in the community, it developed an extensive partnership base made up of educational, correctional and employer partners.

Why I Won't Apply for Your Job . . . A snippy response (but a good one)

Oh my goodness!  I love this post.  It's written in response to an article entitled "Why I Won't Hire You".  And it is brilliant! Tim Gray you are quite the man for this one.  I hope and wish that employers will read this very truthful, very helpful article.

WHY I WONT APPLY FOR YOUR JOB..

1 - Require me to fill out your company's "application" that simply repeats all the information that is on my resume. Why are you showing me that your company is more interested in busywork than skills? You will never even look at the "application", it is a waste of everyone's time.

2 - Require yet another login to post my resume to your company's website. your company is not special, why are you cluttering up your own servers with the silly logins for people that will never be used again? Hire some competent IT people and design a resume submission system that does not require a un-needed login for them to have to remember. The best one I have seen emailed the submitter a pincode and allowed them to login with their email and pincode if they ever needed to update the resume.

3 - Post ridiculous requirements. 30+ years in java, astronaut that has been in space 10 times, has god's cellphone number. If you are letting the idiots in HR write the job description at least take some time from golf or your fantasy football to proofread the job position. It just makes you look like a very uneducated manager, a big red flag for the real professionals.

4 -Do not post a salary range. You want me to waste my time to find out you are paying 30% under industry average? Be honest and post the salary range so you get real professionals that don't want to waste our time to apply.

The above are the reasons that most companies get 5000 resumes or more for a single position that are not what they are looking for. Mostly because the hiring manager is incompetent at writing a proper job posting. The HR department think they are godlike. And everyone thinks their company is so good they don't have to give any real information about the position.
